The baths were designed by the architect, Mr H H Hay in oriental style—although Hays himself would have preferred a more 'thoroughly English' approach. He was able to follow this preference only in the interior of the building because, as he explained to members of the Liverpool Architectural Society, he 'was employed to build Turkish baths and Turkish baths they had to be'.
